Ban on single chamber vessels?

I'm a new SUPer in Colorado; while looking for lakes and reservoirs to paddle I've noticed 2 that ban single chamber inflatables. Is this common? Are they considered unsafe? I have an NRS Big Earl iSUP.

I live in Canmore, Alberta and in the closest major city, Calgary, the same ban applies. It is due to the fact that the water in the reservoir is ultimately used as the city water supply and they don't want 'our bodies' in that water. Interestingly enough, there are many new sailors who fall in all the time.
